maritime academia can use to determine development and promotion criteria for Merchant Navy officers, enhancing their capability base and competences.

Resource management and leadership are key issues to be addressed by the maritime community. These will become mandatory competencies in the 2010 update of the International Maritime Organisation’s standards of training, certification and watch-keeping.

Research undertaken as part of a successful PhD found that it was possible to use simple overt behavioural markers to objectively assess competence in crisis management, within the context of a simulated merchant vessel engine control room, with a high degree of inter-rater agreement. This research extended these findings to identify similar contextually-based overt behavioural markers for non-crisis management situations for the maritime industry.

Phase one ran from September 2009 to July 2010. The research team undertook a series of semi-structured interviews with key industry stakeholders to gain insight into industry perceptions of effective behavioural markers relevant to the maritime sphere. The qualitative data was analysed and compared with best practice from other industry sectors.

A further £20,000 research funding has been secured from existing HEIF monies to support Phase two of the project during 2010-11. This will validate the work undertaken in Phase one and create a commercial package to support industry in implementing behavioural marker systems.

Outputs from the project will include:

  • the presentation of detailed behavioural markers which industry and maritime academia can use to determine development and promotion criteria for Merchant Navy officers, enhancing their capability base and competences; and
  • enhancement of student learning so that they are at the forefront of industry requirements, augmenting their own promotion prospects and employability.

Impact statement: This research will enable Warsash Maritime Academy to influence and lead in the setting of criteria by key organisations such as the IMO, MNTB and MCA, reinforcing WMA’s reputation for quality research, consultancy and student learning.
