Portsmouth City Council, in collaboration with The Solent Growth Partnership and The Partnership for South Hampshire (PfSH), is looking to establish a new regional film office— with Southampton Solent University’s Roy Hanney part of the team driving the initiative forward.
The proposed film office aims to make the Solent and South Hampshire region even more welcoming to film and television productions. Backed by local authorities and with provisional funding of around £60,000 through the Solent Growth Partnership, the office will act as a central hub to assist filmmakers, simplify permissions and processes, and boost the local economy by supporting the creative industries.
Southampton Solent University’s involvement underscores the strong connection between education and the region’s creative economy. The university, known for its media and film programs, sees the initiative as a valuable opportunity for its students and graduates to engage directly with the industry and gain hands-on experience.
Dr Roy Hanney, Associate Professor and Deputy Head (RKE) said:
"A regional film office for the Solent and South Hampshire area will put us on the map as a destination for international film & HETV productions. It will not only boost our regional economy, but it will also provide opportunities for jobs and income for local businesses.
“However, if we really want this to work, we still need to do the development work that will underpin the film offices' activities, building skills pipelines and investing in indigenous businesses."
Dr Hanney has been driving for the Solent region to have a greater film and production presence for a number of years. As Director of the Making Waves Film Festival, he has convened a series of events looking at how the region can benefit from its proximity to London’s film industry, harnessing the regions creativity and helping to boost growth.
At this initial stage, the Council is seeking input from experienced consultants. Interested suppliers are invited to share their feedback on the proposed service, potential contractual models, procurement approaches, and key milestones. This early engagement will help shape the final tender process, ensuring the film office is designed to meet the needs of both the industry and the local community.
