Richard is the current Chair of the Portsmouth Local Safeguarding Children Board, responsible for the independent scrutiny and review of child safeguarding in Portsmouth.
He is a former senior police officer with both operational and strategic executive experience in a variety of roles that included head of public protection (adult and children) and strategic partnerships for Hampshire Constabulary. Richard has extensive experience as a police commander leading a policing district area with over 1,100 staff. He has led on response policing force-wide change to meet challenging financial reductions set by the UK Government; the model was delivered under Richard’s leadership and met the financial target and remains the model of choice for local policing. Richard also has extensive experience of complex and reputationally sensitive investigations and executive partnership experience in both the public and private sector. He has international experience, having worked on an EU twinning project in Turkey and has worked in India, Laos and the United States. Richard has attended the US Police Chiefs leadership programme in New Jersey.
Richard has studied safeguarding in schools at doctorate level and is the South East Regional Independent Chair representative for the exploitation of children. Richard supports a number of charities with their safeguarding arrangements including working overseas in Laos PDR and locally in Hampshire with Pushing Change and Tall Ships.
